On October 7, Palestinian fighters launched a major attack on Israel, infiltrating southern Israel and firing a barrage of rockets from the Gaza Strip. This operation, named “Operation Al-Aqsa Storm,” marks one of the most substantial confrontations between the two sides in years. The attack began with rocket fire from multiple locations in Gaza and included unexpected tactics such as paragliders and fighters inside Israel.

The Israeli military stated that Hamas executed a coordinated operation, involving rocket attacks and a terrorist infiltration into Israeli territory.

Hamas: A Profile of the Palestinian Sunni-Islamic Organization

Hamas, established in 1987, is a Palestinian Sunni-Islamic fundamentalist organization with militant and nationalist ideals. Following its victory in the 2006 Palestinian legislative election, Hamas assumed de facto control over the Gaza Strip following the 2007 Battle of Gaza. Additionally, it holds a majority in the Palestinian National Authority’s parliament.

Hamas has been designated as a terrorist organization by several countries and entities, including Canada, the European Union, Israel, Japan, Australia, the United Kingdom, and the United States. Prominent Hamas leaders, Ismail Haniyeh and Khaled Mashaal, are currently based in Qatar.

The Israel Defense Forces pledged retaliation and officially declared the situation as more than just an escalation; the nation was now classified as ‘in a state of war‘. Highlighting the unexpected nature of the attack, which didn’t spare civilians, Lieutenant Colonel Jonathan Conricus, former spokesperson of the Israel Defense Forces, emphasized that this assault by Hamas, funded and supplied by Iran with weapons, personnel, equipment, and financial resources, represented a significant and unacceptable escalation.

Context of Escalating Tensions

The recent attack follows weeks of growing tensions along Israel’s volatile border with Gaza and clashes in the Israeli-occupied West Bank. Israeli forces have reportedly killed at least 247 Palestinians this year, while 32 Israelis and two foreign nationals have lost their lives in Palestinian attacks. Hamas, in a statement, called on “resistance fighters in the West Bank” and “Arab and Islamic nations” to join the battle. Saleh al-Arouri, an exiled Hamas leader, framed the operation as a response “to the crimes of the occupation,” with a focus on defending the Al-Aqsa Mosque in Jerusalem and fighting for Palestinian prisoners held by Israel.

Israeli Mobilization

In response to the Hamas operation, Israeli Defence Minister Yoav Gallant approved the mobilization of army reservists, as confirmed by an Israeli defence ministry spokesperson. Israel’s military declared “a state of war alert” earlier in the day, signifying the seriousness of the situation.

Tripura Becomes Fourth State To Implement E-Cabinet System

In a significant leap towards a more technologically advanced and environmentally responsible governance system, Tripura Chief Minister Manik Saha recently introduced the state’s e-cabinet system. This move positions Tripura as the fourth Indian state, and the second in the Northeast region, to adopt an e-cabinet system after Uttarakhand, Uttar Pradesh, and Arunachal Pradesh. The introduction of this system signifies a commitment to paperless cabinet meetings, reducing the carbon footprint and promoting environmental sustainability through the use of digital tablets by ministers and bureaucrats.

The launch of the e-cabinet system marks a substantial shift towards digital governance in Tripura. All future cabinet meetings in the state will be conducted in a paperless manner, aligning with global efforts to reduce environmental degradation. During the debut e-cabinet meeting, the government approved a proposal to procure a loan of Rs 160 crore from the Asian Development Bank (ADB). The ADB has previously provided soft loans with low-interest rates to the government and collaborated on several developmental projects. The new ADB fund is earmarked for use by the tourism and urban development department, with the primary goal of enhancing infrastructure and promoting sustainable livelihood generation.

Chief Minister Saha shared that the e-cabinet system in Tripura is modeled after the successful implementation in Uttarakhand. The launch of the system was made possible through collaboration between the National Informatics Centre and the state’s information and cultural affairs department.

Chief Minister Saha emphasized that digitization would play a pivotal role in strengthening e-governance in Tripura and aligning the state’s development trajectory with the national Digital India initiative. E-Cabinet App Features

The e-cabinet app features functionalities that streamline the submission and approval of cabinet memos. Documents can be easily uploaded and marked with date and time, enabling ministers, the chief secretary, secretaries, and other officials to review and approve them online. Chief Minister Saha reassured that the application includes robust privacy protection safeguards, ensuring the confidentiality of sensitive government information. This transition is poised to eliminate the delays caused by physical document movement and infuse dynamism into the government’s decision-making process.

A Commitment to Digital India

The Tripura government has been actively pursuing the goal of digitizing public service platforms, and earlier introduced e-file and office systems in line with the Digital India campaign. This commitment extends to all possible avenues of public service, as the government has rolled out honorary commendations to departments that have successfully embraced paperless operations. Out of 94 government departments currently undergoing training for paperless operations, 41 received commendations as part of the state’s drive toward 100% e-office adoption.
